It is not that easy to import a single .dbx file into Outlook Express. Even we have solution to do that. I hope the following procedure will solve your problem.
Procedure:
1. Right-click the Inbox, and then click Properties. Note the folder in which the Inbox.dbx file is stored.
2. Quit Outlook Express.
3. Use Microsoft Windows Explorer to copy the .dbx file that you want to import to the folder that you noted in step 1. Make sure that you give the file a unique name that does not conflict with any other .dbx file in that folder.
4. NOTE: This name becomes the name of the folder in Outlook Express.
5. In the folder that you noted in step 1, rename the Folders.dbx file to Folders.old (or) Old_Folders.old.
6. Start Outlook Express.
In the Folders pane, you see the .dbx file that you copied. You can drag items to their appropriate locations, or rename the folder.
Note: In this case your existing rules will not work.

Once my friend had problems with dbx files and he used next software-recovering outlook express messages,I didn't believe in this tool,but software helped him,and after that it helped me too)),it is free as far as I know,it is reliable to my mind,program helps to restore mailboxes in spite of the reason, that led to email corruption,can repair corrupted files of dbx format, that are stored in Outlook Express folder by default,separate dbx files, Deleted Items.dbx corresponds with Deleted Items folder in Outlook Express and so on,recover messages automatically looks through Outlook Express default file storage and detect dbx files with your messages,works with Windows Vista, Windows XP, Windows XP SP2, Windows 2003, Windows NT 4.0 and other supported versions of this operating system,save restored messages and finish with email recovery,can unpack dbx files and save the contents as separate files of eml format.
